'women to dominate workplace by 2033'

The move toward soft-skills in the workplace will make women more employable and improve equal opportunities, according to new research.

Commissioned by Microsoft Windows Mobile, the study reveals that lateral thinking, collaboration and flexibility coupled with creativity will be the most sought after traits in prospective employees, it has been reported.

The Future Laboratory (FL), which conducted the survey found that the use of female-oriented skills will become a major part of British business over the next 25 years, according to Onrec.com.

FL's study also shows women feel they will find it easier to compete in the workplace as a result of the continued development of mobile technology, allowing them to work from home, the news provider states.

Jemma Harris, mobile working expert at Microsoft, told the website: "Soft skills will reign supreme in the UK workplace over the next 25 years."

"As these skills and creativity become the currency for tomorrows economy," she added.

Meanwhile, Microsoft has claimed it is proactive when it comes to hiring women, reports Australian IT.

The company's Australian managing director Tracey Fellows said they try to have at least one woman short-listed for every position in the company.

Are working hours being cut to save jobs?

Tucked away in a Norfolk wood, a small team make soap by hand in a converted chicken shed. But even here at Simply Soaps - a small operation set up 11 years ago with a grant from the Prince's Trust - it has been impossible to escape the downturn. "This Christmas was not the same as others. Retailers were keeping their stock to a minimum," says founder Laurence Campion, in his sweet-smelling workshop in the family grounds. "We were aware of the recession, but this was the first real sign of it." With orders down by 5% to 15%, something had to give, and staff were told the factory would only run for three days a week. "It was a tough decision to make. We took staff out for a meal. It was quite emotional, but everyone had a personal interest in us not going under," Laurence says. They are far from the only business to reduce staff hours, and the growing number of part-time and temporary workers seems to have put the brakes on unemployment in the UK.

Clocking in

A recent report by the Office for National Statistics (ONS) found that with new job offers scarce when the UK economy started to shrink, so people started to consider working in jobs with shorter hours. "This will have forced some people to take work that did not meet their needs in terms of hours worked and earnings, and hence increased underemployment levels," wrote Annette Walling and Gareth Clancy, of the ONS, in February. The acceleration in the number of temporary and part-time workers is most striking in the latest Labour Force Survey - research released alongside monthly unemployment statistics. Last month's figures showed a year-on-year increase of 32% in the number of temporary workers who could not find a permanent job. These are people who work full-time on a short-term contract.

This figure was even higher - a rise of 35% - for part-time workers who could not find a permanent job. These are people who work fewer hours a week than full-time workers. With the next set of jobs figures to be published on Wednesday, John Philpott, chief economic adviser at the Chartered Institute of Personnel and Development, says the trend is likely to continue "for a while". "Employers are keen to preserve skills and avoid the cost of redundancy," he says. "For workers, this option is better than the alternatives. There is a passive acceptance." The low level of interest rates, and mortgage costs, mean that workers are better placed to accept these jobs as a short-term solution. A more service-orientated economy, and a leaner use of staff by employers, means that businesses were also more likely to agree to shorter hours rather than lay-offs than they were in the recessions of the 80s and 90s, he says. And the changing nature of the workplace is clear if you delve a little deeper into the Labour Force Survey figures. There are more women who work part-time because they cannot find a permanent job than men, although both numbers grew by more than 30% in 2009 compared with 2008. At Simply Soaps, two female members of staff have each taken more than one part-time job at different companies, which has lessened the blow of falling hours.

Taxing times

So are people just resigned to taking part-time work because they are aware of the economic reality, or is there something else in it for them?

Nigel Meager, director of the Institute of Employment Studies, says that the tax credit system has added an extra financial incentive to taking these jobs.

"In previous recessions, if people were offered a low-paid part-time job it was not worth their while in taking it," he says. "But now doing some hours of work means some are eligible for tax credits. It means some people who might previously have stayed out of the system still have a foothold in the labour market." Working tax credit is paid to people who work for 16 hours or more a week, for at least four weeks. Couples can also get help with their childcare costs.

Workers' rights

There are 1.43 million people in the UK with temporary jobs, and 7.7 million in part-time jobs, according to the latest ONS figures.

Classifieds websites say they are seeing rising numbers of people searching for these jobs. But are these jobs being taken without consideration of the rights to which employees are entitled? European rules have been tightened, aimed at avoiding the exploitation of agency workers. The EU agreed the Agency Workers Directive at a meeting in Luxembourg in 2008 which will lead to agency workers gaining the same rights as full-time staff after 12 weeks of work. Other benefits that will be offered from the first day of employment include information about job vacancies where they are working, equal access to facilities such as childcare and transport, and rights for working mothers, such as time to attend ante-natal appointments and parent-friendly working hours.

These rules have yet to be enshrined in UK law, but many employers have already put them into place. There is no specific definition of a part-time worker, and one man's part-time hours could be another's full day. So these workers are generally identified by businesses as being those not employed full-time, whatever the hours.

And they have strict rights too, outlined in the Part-Time Workers Regulations. Part-timers should receive the same pro-rata rates of pay and benefits as offered to comparable full-time workers. As well as basic pay rates, this includes any holiday entitlements, sickness, maternity, paternity and pension provisions, and any other contractual entitlements provided by the employer.

Recovery?

When the economy picks up again, will these workers be in a prime position to work full-time again?

At Simply Soaps, Laurence Campion has been investing in new products and has taken the extra time to look into the web-sales side of the business.

He hopes to return the business to a five-day week. "It has been a struggle, but we are confident about the future," he says.

The bigger picture painted by Nigel Meager, of the Institute of Employment Studies, is somewhat gloomier.

"We could be in for several years of sluggish growth in the labour market. This might be a problem for people locked into substandard jobs," he says.

So it is all eyes on the job figures - but some workers might have more time to study the numbers than they would really want

"The whole point is that it should be easyfor anybody to use" said Matthew Harrison the entrepreneur who founded Findme Part time jobs, " we wanted to build a website that would be useful and insightful to anyone who wanted to see what was available. We believe that the most important bits are the financial benefits as well as the convienence factor of local part time work and not to mention the social benefits of a new environment".

Students, working mums and those unable to find full time work in the current climate will find the website of particular relevance however the wide ranging search options covering right down to the local level on a UK wide search means its reach and appeal will be far and wide. The theme of the "convienence factor" is continued in the ability to search quickly and easily from the home page with most job information easy to find. "We wanted people to be able to find the job they wanted within three clicks from coming onto the website. The whole process should be as quick and easy as possible," Harrison states.

The concept was only created in 2009 and already things have moved forwards for the young company. The website is complete and online with its official launch due for 1^st July 2010. Everything seems to have moved very quickly for the young entrepreneur who has in his short CV worked in online advertising developing on to become field sales rep for the whole of London within 18 months of his first job and has worked in everything from the care home industry to Overseas Property Investment. And all at the tender age of 25. It would seem this guy can make a success in any industry and has already got jobs advertised on the Findme Part time jobs even now in its prelaunch phase. No small feit in the current climate when many business are struggling to make ends meet this one is already rocketing forwards.

“This is just the beginning”, Harrison says. “you ain’t seen nothing yet!” he says with a smile and a wink. I for one will be watching very closely to see how well he does and maybe even get a part time jobs.

Part-time jobs - a mainstay of student life

Much of popular culture would have you believe that most students are busy frittering away their loans and grants in the students' union bar or in a hall of residence acquainting themselves with various narcotics. Anything, in short, but studying - and certainly not in gainful employment. The reality is very different.

Most studies show that at least half of students work during term-time; an even higher percentage do so in vacations. About 70 per cent of those who work say that they do so to cover basic living expenses.

Whether such work is inevitable, or merely desirable, there are a few things to think about.

One of the most common questions asked of the National Union of Students (NUS) is how many hours a student should work. There is a range of opinions on this: often the figure of 16 hours a week is mentioned, although Cambridge University forbids its students from taking up any employment whatsoever during term time. Of course, in reality, what is suitable for you will depend on your circumstances - a history student with 10 hours of formal classes a week might be able to undertake paid work more than a medical student with 35.

What is true is that research has shown that there is a correlation between a high number of hours worked and the likelihood that you will end up with a lower degree classification, so you should be careful about balancing work with your studies.

You might also want to consider when you work. Night shifts might pay better but they can have a deleterious effect on your coursework. My next-door neighbour in halls took a full-time job as a night porter in a local hotel at the start of the year and stopped attending classes after about week two. Needless to say, he did not pass that year. Then there is the issue of what sort of work. In an ideal world, students would be able to find employment in areas that are relevant to their future careers or, at least, that pay well. Alas this is not always easy and most students are still to be found in low-paid and low-skilled jobs in catering and retail.

But you can maximise your chances of getting a decent job. Most universities will have a jobshop, operated by the university itself or the students' union. As these cater specifically for students, they will at least make the search easier. In addition, most if not all will to some extent filter the jobs to ensure that the employers are not completely evil and they may offer help with writing CVs and job interview skills. You can find a list at the website of the National Association of Student Employment Services (www.nases.org.uk). Students' unions themselves often employ large numbers of student staff, usually with good pay and conditions. The trick here is to apply before term starts, as any jobs are usually gone by freshers' week.

If you do not like the idea of a boss, self-employment can also be fruitful. For example, if you have particular skills, such as design or computer programming, you can advertise these on sites such as www.studentgems.com. However, if you do find yourself part of the corporate machine, make sure you are treated properly.

Workers have legal rights: you should be paid at least the minimum wage - from October it is £4.77 an hour if you are aged 18 to 21 or £5.73 an hour if you are older. All employees are entitled to a written contract, and a rest period if their shift is six hours or longer. Part-time employees cannot be treated less favourably than full-time workers, although if you work through an agency you can be treated less favourably than permanent employees, so be careful.

A list of rights is available at www.direct.gov.uk/employees. One way to ensure that your rights are upheld is to join a trade union, which can help you to discuss employment matters with your boss and bargain for better rights in your workplace. Student workers often get a rough deal but there is safety in numbers.

Talking of numbers, one last thing to watch out for is tax. Students are liable for income tax, contrary to popular belief. Fear not though as most students do not usually earn above their “personal allowance” (the amount everyone can earn before tax is applied, and which is £6,035 in 2008-09). However, due to their erratic work patterns, and the way tax is calculated, students can sometimes end up paying tax erroneously. “Indolence is stagnation; employment is life,” the Roman philosopher Seneca the Younger once said. For the majority of full-time undergraduates, part-time employment is a fact of life.

Seeing Sir Ian McKellen naked is one of the bizarre things expected in my job. However, it is a small price to pay when it comes to working full-time and studying at university simultaneously. I am a 21-year-old journalism and history student at Queen Mary University of London.

I work seven nights a week behind the bar at the Palace Theatre. My job has given me the opportunity to see Ian McKellen as King Lear and now Sanjeev Bhaskar of Goodness Gracious Me fame in Spamalot.

Balancing both work and studies is hard. My lack of motivation to start essay writing means that the temptation to have a glass of wine at the pub next to work instead of attempting that essay on Stalin frequently proves too much.

There is not much I like about my job. I especially hate seeing the disgust on people's faces when I tell them a pint is £5 and a glass of shiraz £8.70. It is no wonder that theatre owners looks so smug. My job does have its perks. We get good tips

and attend parties, where the champagne flows.

Although I am originally from Hertfordshire, I live in London, which makes it essential for me to have a job. It is impossible to rely on just a student loan and students like myself find that they have to work as many hours as possible to live in moderate comfort while trying to obtain an education. Without my job I could not pay rent, eat or fund my penchant for new shoes.

Working while studying is tiring - my social life is non-existent and I struggle to meet deadlines, but it is fine as long as my essays are done and I am wearing pretty shoes while writing them.

Every weekend, my days begin at 6.30am. After a splash and go in the bathroom I stumble over beer cans, wine bottles and hungover housemates as I reach for the front door – not so much to freedom but for the tube ride to work. Aside from my first year, I will have worked eighteen hours every weekend, swapping the world of Hitler and Stalin at university for Barbie and Star Wars at Toys ‘R’ Us – the loan doesn’t even cover my rent and so paid work, along with parental support, is a necessity.

I was transferred from my home-town store to one nearer university during my second year. My first consisted of asking my parents for money on a fortnightly basis, and with the introduction of bills and an increase in rent, work was the only option. If I hadn’t done this, I probably would have had to commute to university from home and miss out on the whole experience.

Working has its advantages and disadvantages: more money to socialise, the satisfaction of fending for yourself, the discipline that comes with waking up early. But you must be careful – too much work and your degree suffers, so you must erode the temptation to make the most of additional Christmas hours. Also, your job must be largely stress-free and flexible. If the company is malleable you can balance the number of hours you work with deadlines and holidays. Finally, when I work additional hours during holidays, I take home less than the minimum wage after tax deductions - don’t expect huge rewards.

Work is like a trip back from the student bar: it’s a balancing act. Get it wrong and your worries will stretch to more than a hangover but get it right and you can profit from a broader university experience.

New part-time jobs boost rise in employment

Hopes that Britain may soon emerge from its worst recession in three-quarters of a century were boosted with the publication yesterday of the latest jobless numbers.

Those claiming jobseeker's allowance fell by 6,300 between October and November to 1.63 million – the first fall since February 2008. The number of people in work has now started to rise, though most of the 50,000 new jobs are part time, confirming the gradual trend towards "casualised" working.

The headline unemployment figure, which includes those ineligible for benefit, also shows signs of stabilising, at least for now. It stands just below the 2.5 million mark, 7.9 per cent of the workforce, and up 608,000 from a year ago. The total rose by only 21,000 between August and October.

The number of jobless young people also seems to be flattening out, though at about one million it remains at a 15-year high. An increase of 20,000 in the number of unemployed 16- and 17-year-olds was broadly balanced by a fall of 26,000 in the 18- to 24-year age group.

The news came as the National Association of Estate Agents forecast a "flat" housing market next year, also a much better picture than City economists had thought likely.

The Chancellor, Alistair Darling, said the figures were "encouraging" but cautioned: "It would be a mistake to believe that somehow the corner has now been turned. We still think that unemployment is going to increase into next year." He stuck by his forecast in the pre-Budget report that the claimant count will peak at 1.75 million next summer, implying an unemployment total of about 2.7 million.

Ian Brinkley, associate director at The Work Foundation, said: "The rise in employment is entirely driven by part-time jobs in public-based industries and more traditional services such as hospitality and distribution. Full-time work is still falling, driven by continued job losses in manufacturing and construction. The under-25s were first to feel the recession and there is no sign of a revival in their job prospects."

Theresa May, the shadow Work and Pensions Secretary, added: "We seriously risk losing a generation of talented young people."

The latest figures also reveal a rapid increase in what might be described as "hidden" unemployment. There are now almost half a million people in temporary work who say they cannot find a permanent job, and just over one million people who cannot find a full-time job, and many thousands more who call themselves "students", though they seem not actually to be in formal study.

Mr Darling also told MPs the tax on bankers' bonuses would "not actually raise that much", adding: "Some bankers, not all, need to demonstrate that they live on the same planet as the rest of us."

Mcdonald’s Giving Away Gcses For Work Experience

McDonald’s have cooked up a new GCSE grade B or C equivalent qualification for teenagers who undergo work experience jobs at one of their fast food restaurants.

Upon completing the 10 day work experience job at McDonald’s and carrying out some additional work at school, the teenager will be awarded a BTec certificate. McDonald’s have worked in conjunction with the exam board Edexcel to produce the new fully-accredited qualification.

During the work experience period, the young people will work on 13 key skills such as communicating well and working in teams.

In being awarded the accreditation for the new work experience programme, McDonald’s has become the first company in the UK to be able to carry out such schemes with the backing of an exam board.

Personnel chief at McDonald's, David Fairhurst, said: "Whether people join McDonald's for two weeks' work experience or a full-time job, the aim is helping them build their confidence, gain transferable qualifications and fulfil their potential. Now, a placement will give young people on-the-job experience in a fast-paced business environment, a great set of all-round skills for any workplace, and a national qualification to increase their employability."

And Heather Collier, National Council for Work Experience director, said that the formalised BTec would be beneficial to the teenagers by bringing together the ‘theory and practice of working.’

Some academics, however, are not so happy with the new qualification and have scoffed at the idea that working for 80 hours at McDonald’s could be seen as the equivalent of a GCSE.

Unemployed make jobless figures ‘deceptively good’

The UK jobs market looks "deceptively healthy" because of an increase in the number of people having to settle for part-time work, the TUC has warned.

The union body says thousands of people are only taking part-time or temporary work because they are failing to find full-time employment.

Also, an Office for National Statistics report showed a rise in "underemployed workers" working less than they wanted.

The latest UK unemployment figures are released on Wednesday.

The official data for the three months to December is expected to show the UK unemployment rate remained at or around the 7.8% level.

'Not good news'

"Job statistics could be making the market look deceptively healthy - a closer look suggests that thousands of people are taking part-time or temporary jobs because they cannot secure full-time positions," said TUC general secretary Brendan Barber. "A growth in insecure and low-paid employment at the expense of secure work is not good news for them or for the economy."

The Office for National Statistics revealed on Tuesday that there was a rise last year in the number of underemployed workers.

It said the number of underemployed people rose to 2.8 million in July to September of last year, compared with 2.1 million two years earlier.

'Tax cut'

Last month's unemployment data showed that total unemployment fell in the three months to November by 7,000 people to 2.46 million.

This was the first fall in unemployment for 18 months.

Most analysts expect another small fall in unemployment for the three months to December.

The Federation of Small Businesses (FSB) said this week that taxes were preventing almost three out of five small firms taking on more staff.

Following its survey of 10,000 small companies, it said it was calling on the government to introduce a cut in national insurance contributions.

"What the UK economy needs is real action to get more people into work, especially under-25s who make up a large proportion of those currently unemployed," said John Wright, chairman of the FSB.

Surprise fall in UK unemployment amid surge in part-time jobs

Economists had expected unemployment to rise.

A rapid growth in part-time jobs may prevent the jobless total rising above the 3 million mark after unemployment unexpectedly fell for the first time in 18 months in November.

The Office for National Statistics said the broadest measure of unemployment fell by 7,000 to 2.458 million, the first quarterly decline since May 2008, leaving the jobless rate at 7.8%. The narrower measure of people claiming unemployment benefits dropped by more than expected in December, falling by 15,200 to 1.61 million, the biggest drop since early 2007.

But the fall masked an increase in the number of people in the labour force who are neither working nor looking for work, with the inactivity total rising above 8 million for the first time since records began in 1971. The rise was largely driven by an increase of 81,000 in the number of students not looking for work.

Full-time employment fell by 113,000 to 21.2 million, while part-time employment did not rise fast enough to compensate, increasing by 99,000 to 7.7 million. As has been the pattern for months, the figures are being driven by women finding part-time jobs while men, predominantly, are losing full-time ones.

There was better news for the under-24s, who saw a fall in joblessness of 16,000 to 927,000, but that still left a fifth of young people out of work.

Other figures showed the number of people out of work for more than a year jumped 29,000 on the quarter to 631,000, the highest level since late 1997, as companies continue to shed jobs in the teeth of the UK's worst recession since 1921. Today the power company E.ON announced the closure of a call centre in Essex with the loss of 600 jobs, while last week Bosch said it was closing its car parts factory near Cardiff, losing 900 workers.

Unemployment continues to hit regions of Britain differently. The jobless rate rose again in the north-east, to 9.8%, closely followed by the West Midlands on 9.6%. By contrast, the east and south-east had the lowest rates of any region, at 6.3% and 6.2% respectively.

The ONS also reported that wage growth slowed to the lowest on record at just 1.1% year-on-year, excluding volatile bonus payments in the three months to November. For November alone, private sector pay showed no growth at all from a year earlier.

Colin Ellis, economist at Daiwa Capital Markets, was concerned that wage growth had slackened and that it could affect consumer spending this year. "The rise in unemployment during this recession has undoubtedly been smaller than expected, which should support consumer spending. But the flipside of a smaller-than-expected adjustment in labour market quantities has been greater adjustment in terms of prices, with earnings growth weakening markedly."

John Wright, chairman of the Federation of Small Businesses, warned that many of the jobs created in the run-up to Christmas might not last long. "Many small firms, especially in the retail sector, will have taken on seasonal staff to help them through the busy Christmas period. However, small businesses need help to make these seasonal jobs into permanent jobs and the government must lend a helping hand if small firms are to really tackle the challenge of rising unemployment," Wright said.

Separately, minutes of the latest meeting of the Bank of England's monetary policy committee showed all nine members voted in January to keep interest rates at a record low of 0.5% and to maintain its £200bn quantitative easing scheme.

The MPC said signals were mixed but the economy appeared to be growing again, albeit weakly. It said large policy stimuli and a weaker sterling exchange rate were still the main supporters for growth bur noted powerful headwinds remained, as Bank governor Mervyn King had said in a speech on Tuesday.

Part time workers lose out: Private companies are Royal Mail's real enemy

The postal industry's greatest problem is not modernisation, but unfair agreements with private mail companies

I've just received the "official" CWU version of the agreement it has just negotiated with Royal Mail. It seems to be substantially the same as the leaked version I read over the weekend.

It came with a long overview justifying the union's position. That was a piece of propaganda, of course. It listed all the supposed gains, but glossed over – or completely ignored – all of the losses.

The most significant achievement of the agreement is probably the retention of the 75%-25% mix of full-time and part-time jobs. What the union doesn't acknowledge, however, is that it will be part-time workers who will lose out with this deal. Not only are they taking a substantial pay-cut in the loss of their door-to-door supplement – they are expected to do the same amount of work as a full-timer for half the money – but the agreement also makes it perfectly clear that part-time workers can never hope to be made into full-timers. This means that the Royal Mail now effectively has a two-tier work force.

Is this a case of the CWU serving one part of its membership at the expense of another? The frustrating thing for us postal workers is that we all know what the cause of the problem for the postal industry is, and it has nothing to do with the proportion of full-time to part-time workers, or the modernisation of equipment, or any of the other arcane and complex matters that are dealt with in the agreement.

We look at it every day while we are at work. It stares us in the face even as we are preparing our rounds. It mocks us and taunts us as we push the letters through the letter box. You probably don't even recognise it. It's there in the right hand corner of what may already be a majority of the letters we handle every day, in the form of three letters beside the frank: DSA.

It stands for "downstream access" and represents the access that private mail companies have to the Royal Mail network, which is being subsidised at the rate of about 2p for every letter we deliver. The rate is set by Postcomm, the so-called "independent" regulator. Check out who the commisioners are. Almost every one of them has interests either in the private mail industry or in deregulation.

That's the thing we find most difficult to comprehend in this agreement, that our union has apparently made no more than a cursory attempt to address this most fundamental of issues. There is only one Royal Mail network: only one route by which the vast majority of your mail can get delivered. Neither TNT nor UKMail nor DHL – nor any one of the 47 private mail companies currently listed on the Postcomm website – actually delivers any mail. They add nothing to the mail network. They do nothing beyond acting as intermediaries between the clients who want their mail delivered and the Royal Mail, which delivers it for them. They pick up the mail that is delivered to them and then they deliver it to us.

They act as intermediaries and then take a profit for it. Our profit. They pay nothing towards our pensions. They pay nothing towards our wages. They add nothing to our job security or our conditions at work. They provide nothing useful for the public. They are a drain on our future and the future of our industry. They are a drain on us all.

New Part time Jobs in Skegness

A new entertainment complex in Skegness will create at least 50 jobs.

In Skegness, Lincolnshire the four-storey building will include an ice rink, bars, cafes and even a erotic gentlemen’s club.

East Lindsey District Council has approved the project which will cost £7 million pounds. The jobs will be created by summer 2011. Many other contracting jobs will be available to the construction businesses involved in the project. The business responsible for the project is as yet unknown.
